Complete Streets Act Introduced as AB 1358 (Leno). Assemblymember Mark Leno
(D) introduced

0223_introduced.html> AB 1358, the Complete Streets Act of 2007, on February
23. This will be the most significant piece of legislation ever passed for
California bicyclists because it will require cities and counties across the
state to consider the needs of bicyclists and pedestrians in every road
project they develop. Read our

Register for CBC's Pedal Power Lobbying Day. Change is in the air, and
California bicycle advocates are in a great position to ride the tailwind.
Our state can lead the nation in the effort to reduce greenhouse gases,
improve public health, and design walkable and bikeable roadways. CBC's
California Complete Streets Campaign embodies these objectives and is
gaining momentum daily. Now is the time to let our state legislators know
that bicyclists will mobilize around progressive policies like Complete
Streets that benefit all Californians. Lobby in support of legislation
aimed at increasing your safety on and access to roadways as a member of

March 16 Deadline for Walk Bike California 2007 Conference Submittals. Are
you involved with a project relating to bicycle education and outreach,
politics, advocacy and culture, and/or bicycle facilities? Communicate your
experience and outcomes to a diverse audience united by their dedication to
livable communities that recognize bicycling and walking as principal modes

California 2007 Conference Planning Committee will accept

presentations, exhibits, posters, mobile tours, and three-minute success
stories through March 16.
California Delegation to Attend the LAB's National Bike Summit. More than
forty bicycle advocates will represent California at the League of American
Bicyclists' <https://www.bikeleague.org/cogs/summit/signup> National Bike
Summit 2007 on March 14-16 in Washington, DC. Advocates from around the
country will establish a bold national agenda for bicycling and communicate
to Congress and our Federal agencies that cycling provides a solution to
climate change, health care and energy independence.
Truck Driver Sentenced in Death of Bicyclist Kendra Payne. Thirteen months
after being charged with striking and killing bicyclist Kendra Payne, Marcos
Almaguer pleaded guilty to trespass by motor vehicle on February 8. The

was struck on a training ride with a teammate as they rounded a curve in
Goleta. Santa Barbara County prosecutors switched Almaguer's original
charge of vehicular manslaughter, also a misdemeanor, to trespass by motor
vehicle in order to preserve his right to continue working as a truck
driver. Almaguer was sentenced to 45 days in the county jail and three
year's probation. He has paid $8,000 to the

Payne Memorial Fund at UCSB and was ordered to continue paying $100 monthly
installments throughout his probation. Santa Barbara Bicycle Coalition
President Ralph Fertig stated, "While [the sentence] is certainly
disappointing to us all suffering with the loss, there is a sense of
resolution and attribution of guilt, however small it might seem in relation
to the tragic loss." Payne's death is the impetus behind Assemblyman Pedro
Nava's introduction of Assembly Bill 60 that would require passing vehicles
to give bicycles at least three feet of clearance.
Statewide Bicycle Education Course Calendar. As a means to encourage
cyclists to participate in bicycle education courses, CBC will now maintain
in the CalBike Report a calendar of bicycle roadway safety and bicycle
maintenance courses offered throughout the state. Submit your course name,
date, location, and concise description- including cost and contact

inclusion in the subsequent editions of the online newsletter.

Advocacy News from Around the State
<http://www.bikestation.org/> Bikestation in partnership with Palo Alto
Bicycle reopened the <http://www.paloaltobicycles.com/bikestation.html>
Palo Alto Bikestation on February 27 after over two years of renovation.
Bikestation members now have 24 hour access to the facility's secure bicycle
parking and shared-use bicycle kiosk. The upgrades were funded through a
Bicycle Transportation Account grant. The Bikestation, which is housed
within the Palo Alto Depot baggage building, is located within close
proximity to mass transit stations: Caltrain Commuter rail, Valley
Transportation Authority (VTA) and SamTrams bus systems; as well as to
downtown Palo Alto and Stanford University.

The Coachella Valley Bicycle Coalition & Pedestrian Alliance biannually
conducts an educational program at a Coachella City elementary school and
has been invited to extend their audience to a group of kids in North Palm
Springs. The Alliance is assisting the City of Palm Springs with the
development of its General Plan and urging its Parks and Recreation
Department to design a bike plan that is compatible with the existing
valley-wide bikeway plan. The group is also protesting the City of Indian
Wells' proposed plan to widen Highway 111, the major direct east/west
artery, that entails the elimination of existing bike lanes on the roadway.
